Notice of Public Meeting FARM TO MARKET ROAD (FM) 1387

From North Midlothian Parkway to FM 664 CSJ: 1394-02-027, ELLIS County, Texas

 The Texas Department of Transportation (TxDOT) is proposing to widen and reconstruct FM 1387 from North Midlothian Parkway to FM 664 in Ellis County, Texas. This notice advises the public that TxDOT will be conducting an in-person and online virtual public meeting on the proposed project. The same information will be available at both the in-person and virtual meetings.

The in-person meeting will be an open house format where the public may come and go at their convenience. In- person attendees will be able to view the same presentation posted on the virtual public meeting, which will be playing on a screen, review hard copies of project materials, ask questions of TxDOT staff and project team members, and leave written comments.

The virtual public meeting can be viewed beginning on Thursday, March 30 at 5:30 p.m. through Friday, April 14, 11:59 p.m. The virtual meeting is not a live event. The virtual meeting will consist of a pre-recorded video presentation and will include both audio and visual components. To view the virtual public meeting site, go to the following web address at the date and time indicated above: KeepItMovingDallas.com/FM1387. If you do not have internet access, you may call (214) 320-6628 between 8 a.m. and 5 p.m., Monday through Friday, to ask questions and access project materials during the project development process.

The proposed project consists of the reconstruction, realigning, and widening of FM 1387 from North Midlothian Parkway to FM 664 for approximately 5.8 miles. Improvements would include the expansion of the existing two-lane rural roadway to a four-lane urban roadway (ultimate six-lanes) with a raised median to provide additional capacity and improve safety. Turn lanes, where applicable, will be located at side streets and intersections. Improvements would consist of 11-foot to 12-foot-wide travel lanes depending on right-of-way (ROW) restrictions, a 10-foot-wide shared-use path on the north side and a 5-foot sidewalk on the south side of the roadway. The proposed ROW width will range from 120 feet to 300 feet wide. The proposed project passes through the eastern portion of the City of Midlothian and Ellis County, Texas.

The proposed project would, subject to final design considerations, require additional right of way and potentially displace ten residences along the FM 1387 corridor west of Longbranch Road. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the TxDOT district office by calling (214) 320-6675 or visiting the project website.

The proposed project would involve construction in wetlands and the proposed project would involve an action in a floodplain.

Any environmental documentation or studies, any maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Dallas District Office at 4777 East US Highway 80, Mesquite, TX 75150-6643. Project materials will also be available online on the project website beginning on Thursday, March 30, 2023, at 5:30 p.m. These materials will also be available in hard copy form for review at the in-person meeting.

The virtual and in-person public meeting will be conducted in English. If you need an interpreter or document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you. If you have a disability and need assistance, special arrangements can be made to accommodate most needs. If you need interpretation or translation services or you are a person with a disability who requires an accommodation to attend and participate in the virtual or in-person meeting, please contact the TxDOT Dallas District Public Information Office, at (214) 320-4480 no later than 4 p.m., Thursday, March 23, 2023. Please be aware that advance notice is required as some services and accommodations may require time for TxDOT to arrange.

Written comments from the public regarding the proposed project are requested and may be submitted by mail to the TxDOT Dallas District Office, Attention: Nelson Underwood, P.E., 4777 East US Highway 80, Mesquite, TX 75150-6643 or by email to Nelson.Underwood@txdot.gov. Verbal comments will be accepted by calling (817) 381- 2473 and leaving a voicemail. All comments must be received on or before April 14, 2023.
