Carl D. Smith
Chief of Police Carl Smith
Chief Carl D. Smith was hired by the City of Midlothian on July 16, 2007. Chief Smith came from the City of Desoto after serving 20 years and rising to the rank of Assistant Chief. Having lived in the Midlothian area for the majority of his life, Chief Smith embraced the opportunity to work in his home community. Chief Smith graduated from Sam Houston State University with a Master of Science in Criminal Justice Management in 1997 and has a Master Peace Officer Certification.
Chief Smith has completed management courses sponsored by the Institute for Law Enforcement Administration and attended the 218th Session of the FBI National Academy in Quantico, Virginia. Chief Smith serves as the chair of the Southern Regional Response Group which is a mutual aid group established through a Memorandum of Understanding. He is also involved with the North Central Texas Council of Governments including serving as chair with Regional Emergency Preparedness Advisory Committee and represents Ellis County on the 9-1-1 Regional Advisory Committee. In addition, Chief Smith is a member on the advisory board for Texas Telecommunicator Emergency Response Taskforce.
Chief Smith is currently an adjunct professor with Tarleton State University at the Midlothian campus. He generally teaches one course per semester. He has taught several courses to include "Law Enforcement Ethics", "Criminal Justice Problems", "Criminal Justice Supervision and Management", and "Crime, Justice and Social Diversity".
Assistant Chief of Police Scott BrownAssistant Chief Scott Brown joined the Midlothian Police Department in April of 2019 after serving 28 years with the Arlington Police Department. During his time in Arlington, Chief Brown held command positions in Patrol, Community Affairs, School Resource, Internal Affairs, and Special Events. As leader of APD’s Special Events Section he served as Field Commander for the 2010 NBA All-Star Game and Super Bowl XLV, Operations Commander for the 2010 and 2011 World Series, and the Incident Commander for other major events such as the 2015 College Football National Championship Game, the 2015 NCAA Basketball Final Four, WrestleMania 32 and the Academy of Country Music Awards 50th Anniversary Ceremony. He ended his career in Arlington as Commander of the Criminal Investigations Section. Chief Brown was named APD’s Supervisor of the Year in 2002.
Chief Brown is a graduate of the Police Executive Research Forum’s Senior Management Institute for Police, the FBI Law Enforcement Executive Development Management Symposium, the Law Enforcement Management Institute of Texas, and the Institute for Law Enforcement Administration’s Center for Law Enforcement Supervision and Ethics and he has a Master Peace Officer Certification. He holds a Bachelors’ Degree from McMurry University and a Masters’ Degree from Amberton University.
Chief Brown spent his childhood years in the Midlothian area. He moved back to the city with his family in 2009.
Professional Standards Commander Clay Regan
Commander Regan currently oversees the hiring process, manages department in-service training, researches and develops policy, administers grants, oversees fleet and facility maintenance, and conducts internal affairs investigations.
