1. How do I acquire a recycling bin?

Call Allied Waste at 972-775-1010 and request your recycling bin. The recycling truck will deliver the bin to your residence.

The City of Midlothian Public Works Service Center, 1050 N. Highway 67, has a collection box for CFL's. You may also take CFL's to any Home Depot location for recycling.

3. How can I dispose of Hazardous Household Chemical Waste (paint, batteries, insecticides)?

The City of Midlothian has joined forces with the City of Fort Worth Environmental Collection Center (ECC) located at 6400 Bridge Street in Fort Worth to provide for safe disposal of household chemical waste. The ECC is open to residents of the City of Midlothian on Thursdays and Fridays from 11 a.m. until 7 p.m. and on Saturdays from 9 a.m. until 3 p.m.
The mobile Cruiser travels to area neighborhoods to collect leftover household chemicals. Collection events are scheduled from March through November. Check with Code Enforcement at 972-775-7614 or visit our website event calendar to find out when the Crud Cruiser will be in Midlothian.

In order to participate in this program, residents must purchase a voucher from the City of Midlothian Utility Billing office. The first 100 residents living inside the city limits will be charged $20.00, after that the fee will be $47.00. Anyone outside of the city limits will be required to pay the $47.00 fee.

5. What is the ETJ?

ETJ stands for Extra-territorial Jurisdiction, which is the unincorporated jurisdiction of Midlothian. Midlothian’s ETJ extends one mile out from the city limits.

6. What regulations apply within the ETJ?

The City of Midlothian’s subdivision regulations apply within the ETJ, but not the city’s zoning regulations.

7. When will my piece of property be annexed into the city?

The City of Midlothian has annexed property within the ETJ in the past using both the immediate and three-year annexation process. Immediate annexations involve large tracts of land that contain fewer then one-hundred dwelling units. Three-year annexations involve established neighborhoods with over one-hundred dwelling units. The annexation of a specific area is at the discretion of the City Council.

8. When is the Planning and Zoning Commission hearing held?

3. What are some tips for protecting my water pipes during a freeze?

Frozen water in pipes can cause water pressure buildup between the ice blockage and the closed faucet at the end of a pipe, which leads to pipes bursting at their weakest point. Pipes in attics, crawl spaces and outside walls are particularly vulnerable to freezing in extremely cold weather, where holes in your house's outside wall for television, cable or telephone lines allow cold air to reach them.
To keep water in pipes from freezing, take the following steps:
• Fit exposed pipes with 2" fiberglass insulation sleeves or wrapping to slow the heat transfer. The more insulation the better.

• Seal cracks and holes in outside walls and foundations near water pipes with caulking. It's especially important to keep cold wind away from pipes, which speeds up the freezing process.

• Keep cabinet doors open during cold spells to allow warm air to circulate around pipes (particularly in the kitchen and bathroom).

• Keep a slow trickle of water flowing through faucets connected to pipes that run through an unheated or unprotected space. Ice might still form in the pipes, but an open faucet allows water to escape before the pressure builds to where a pipe can burst. If the dripping stops, it may mean that ice is blocking the pipe; keep the faucet open, since the pipe still needs pressure relief. Or drain the water system, especially if your house will be unattended during cold periods.

• Pipes in attics and crawl spaces should be protected with insulation or heat. Pipe insulation is available in fiberglass or foam sleeves. Home centers and hardware stores have sleeves providing 1/8 to 5/8 inches of insulation; specialty dealers have products that provide up to 2 inches of insulation. The extra thickness is worth the price and can save a pipe that would freeze with less insulation.

• Heating cables and tapes are effective in freeze protection. Select a heating cable with the UL label and a built-in thermostat that turns the heat on when needed (without a thermostat, the cable has to be plugged in each time and might be forgotten). Follow the manufacturer's instructions closely.

If You Suspect a Frozen Pipe:

If you open a faucet and no water comes out, don't take any chances. Call a plumber. If a water pipe bursts, turn off the water at the main shut-off valve (usually at the water meter or where the main line enters the house); leave the faucet(s) open until repairs are completed. Don't try to thaw a frozen pipe with an open flame; as this will damage the pipe and may even start a building fire. You might be able to thaw a pipe with a hand-held hair dryer. Slowly apply heat, starting close to the faucet end of the pipe, with the faucet open. Work toward the coldest section. Don't use electrical appliances while standing in water; you could get electrocuted.

Sprinkler Systems:
Drain the water from the pipes and then turn your automatic sprinkler system off. This will prevent your pipes from bursting and also prevent ice accumulation on sidewalks, driveways and roadways

Utility Billing

1. When are bills mailed out?

Water and/or sewer bills are mailed the last working day of the each month.

2. Do we receive a late notice?

No, the bill received at the first of the month sets out the amount due by the 15th the amount due after the 15th. Payments not received by the 25th will have $30 added and are subject to being turned off on the 26th.

3. Does the Utility Billing Department have a drop box?

Payments may be deposited in the outside drop box located on the west side of City Hall. If your payment is dropped in the box after 8:00 a.m. on the 26th it is considered late and late fee and turn off of water or sewer will apply.

4. What if the due date falls on a weekend?

If the 15th falls on a weekend, an extra day is given to pay the bill. However, payments due on the 25th must be paid before 8 a.m. of the next closest business day.

5. What if I can't pay my bill on time?

If additional time is needed to pay your bill, you must complete the "Hardship Request" and return to our office no later than noon on the 25th of the month.

6. I am a new customer, how can I get service started?

To start service, complete an "Application For Service", we will need a copy of your drivers license and payment of deposit and application fees.

Zoning Enforcement

1. What constitutes a zoning violation?

A zoning violation is any reported violation of the regulations of the City of Midlothian Zoning Ordinance. A few common violations may include:

2. How do I file a zoning enforcement complaint?

STEP ONE:

Request the complaint in writing by filling out a Request for Investigation form or call (972) 775-7168.

STEP TWO:

After a complaint has been received, the case is logged and then assigned for investigation.

STEP THREE:

The assigned inspector conducts an inspection and researches the property. If a violation is confirmed, the property owner is advised in writing about the violation and the violation is posted on the City’s website. The violation letter states what action must be taken to correct the problem and a date is given by which compliance must be achieved. The inspector will work with property owners who request assistance in resolving a violation. An extension of time may be granted to property owners who promise to resolve the violation within an acceptable time frame.

STEP FOUR:

The inspector re-inspects the property after the compliance date. If a violation still exists, citations or legal action may be initiated. Fines may be issued in an amount of not less than five dollars, but not more than two-thousand dollars for each day that a property is in violation beyond the compliance date.

3. Why is it taking so long to address the zoning violation?

* Please be aware that the mitigation of a zoning violation may take some time.

• Inspectors must personally
visit each reported property
and conduct necessary
research.

• Property owners must be
located and legally notified.

• Adequate time to comply must
be given to property owners extensions of time may be
required.

• Administrative actions may be
pending a request for a variance hearing or a trial.

• A citation is issued to the
property owner and they have
asked to stand trial on the
citation. All zoning enforcement actions cease until the property owner goes to court and a judge issues a decision.

• A violation may not exist.
