      I would like to welcome you to the official web page of the Midlothian Police Department. I would also like to say that I am proud to be associated with an outstanding law enforcement agency and a progressive City with ambitious goals for providing quality service and an outstanding environment in which to work and or raise a family. 
      Our goal as a law enforcement organization is to serve the citizens of Midlothian with integrity, honesty and honor. As an organization we pledge to give our best effort to provide a safe environment for our citizens, business owners and visitors in which to enjoy their daily lives.

Chief of Police Carl Smith


Chief Carl D. Smith was hired by the City of Midlothian on July 16, 2007. Chief Smith came from the City of Desoto after serving 20 years and rising to the rank of Assistant Chief. Having lived in the Midlothian area for the majority of his life, Chief Smith embraced the opportunity to work in his home community. Chief Smith graduated from Sam Houston State University with a Master of Science in Criminal Justice Management in 1997 and has a Master Peace Officer Certification.

Chief Smith has completed management courses sponsored by the Institute for Law Enforcement Administration and attended the 218th Session of the FBI National Academy in Quantico, Virginia. Chief Smith serves as the chair of the Southern Regional Response Group which is a mutual aid group established through a Memorandum of Understanding. He is also involved with the North Central Texas Council of Governments including serving as chair with Regional Emergency Preparedness Advisory Committee and represents Ellis County on the 9-1-1 Regional Advisory Committee. In addition, Chief Smith is a member on the advisory board for Texas Telecommunicator Emergency Response Taskforce.

Chief Smith is currently an adjunct professor with Tarleton State University at the Midlothian campus. He generally teaches one course per semester. He has taught several courses to include "Law Enforcement Ethics", "Criminal Justice Problems", "Criminal Justice Supervision and Management", and "Crime, Justice and Social Diversity".


Assistant Chief of Police Kevin Johnson


Assistant Chief Kevin Johnson began his law enforcement career with the City of Midlothian in 1998 as a dispatcher. He joined the patrol division in January of 2000. He graduated from the University of Texas at Arlington with a Bachelor of Arts in Criminal Justice in 2010 and from Sam Houston State University in 2012 with a Master of Science in Criminal Justice Leadership and Management. He served in the Air Force Reserves from 1997 to 2005 as a Security Forces Specialist.

Chief Johnson has completed the Institute for Law Enforcement Administration's 93rd School of Police Supervision and the 51st School of Executive Leadership. He is married to his wife of 15 years. He currently supervises the operations division of the police department, including communications, investigations and patrol.


Administrative Sergeant Nick Harp


Sergeant Nick Harp started his career with the Midlothian Police Department in 2008 as an intern. He graduated from Sam Houston State University with a Bachelor of Science in Criminal Justice in 2009. He was hired as a full-time police officer in December of 2009. Sergeant Harp worked in the Patrol Division until December of 2013 when he was assigned to the Administrative Division.

Sergeant Harp currently oversees the hiring process, manages department in-service training, researches and develops policy, administers grants, oversees fleet and facility maintenance, and conducts internal affairs investigations.
